The key difference between the two is that slice takes both a start and end index as arguments to determine the portion of the array to extract, and it can be used on arrays and strings, whereas substring takes a start index and an optional end index to determine the portion of the string to extract, and it can only be used on strings. Additionally, slice allows negative indices to start counting from the end of the array, while substring does not.
